Stéphane Sirard, Acting Director and Chief Executive Officer
Acting Director and CEO of the Financial Transactions and Reports Analysis Centre
Stéphane Sirard took over as Acting Director and Chief Executive Officer of the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) on May 19, 2026.
Mr. Sirard has been with FINTRAC since December 2012, serving in progressively senior roles in the Centre’s Intelligence and Supervision Sectors.
Most recently, Mr. Sirard was Deputy Director of the Intelligence Sector at FINTRAC. In this role, he oversaw the Centre’s extensive support to law enforcement, in Canada and internationally, on several key national priorities, including combatting the trafficking of fentanyl and illicit opioids, counterterrorism investigations and the fight against extortion. Mr. Sirard also advanced internationally Canada’s innovative public-private partnerships aimed at preventing, detecting and deterring the laundering of the proceeds of crimes impacting the most vulnerable Canadians. In this capacity, he has been, and continues to be, an active participant and leader in the Canadian Integrated Response to Organized Crime (CIROC) and the Canadian Association of Chiefs of Police’s (CACP) Organized Crime and Counter Terrorism & National Security Committees.
Mr. Sirard also has extensive experience in FINTRAC’s Supervision Sector, having previously served as Assistant Director of Strategy and Business Enablement. In this capacity, he was an effective leader in Canada’s risk-based supervision of over 38,000 entities with reporting, customer due diligence, record keeping and other related requirements under the Proceeds of Crime (Money Laundering) and Terrorist Financing Act.
Prior to FINTRAC, Mr. Sirard spent 10 years with the Royal Canadian Mounted Police (RCMP) where he managed the Financial Crime Intelligence Analysis Section at National Headquarters. He began his career in the banking sector and has also held various positions at the Canada Revenue Agency. Mr. Sirard has a bachelor’s degree from HEC Montréal.
