Reporting on Green Procurement

This supplementary information table supports reporting on green procurement activities in accordance with the Policy on Green Procurement.

Context

Although the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) is not bound by the Federal Sustainable Development Act in 2022–23 and is not required to develop a full 2020–23 Departmental Sustainable Development Strategy (DSDS), FINTRAC adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, FINTRAC supports sustainable development by integrating environmental performance considerations into the procurement decision-making process through the actions described in the 2019 to 2022 FSDS "Greening Government" goal.

  • Update Procurement guides and training documentation and communicate these to managers to increase awareness of the Policy on Green Procurement
  • Number and percentage of procurement and/or materiel management specialists have completed the Canada School of Public Service Green Procurement course (C215) or equivalent, in the given fiscal year.

Use environmental criteria to reduce the environmental impact and ensure best value in acquiring and operating its IMIT systems
  • Updating FINTRAC's IMIT infrastructure will migrate some IT systems from in-house standalone servers to Shared Services Cloud devices that utilize energy efficient systems and which are designed to consolidate IMIT equipment so that maintenance and repairs are centralized and can be accomplished either remotely or with minimal travel
  • FINTRAC has received funding to update its IMIT environment to current standards and security, reliability and energy efficiency are primary considerations
FINTRAC continues to migrate systems to the Cloud, which significantly reduces its carbon footprint and energy consumption. The majority of FINTRAC's development infrastructure is now hosted in the Microsoft Azure Cloud, leveraging the latest energy efficient technology. The scalability of these cloud services allows FINTRAC to optimize resource allocation, scaling up or down based on demand, which not only improves operational efficiency, but also prevents over-provisioning of hardware that would otherwise contribute to electronic waste. FINTRAC will work with Shared Services Canada to determine the most effective mix of services and solutions that ensure that the Centre's need for reliability and security are met and Canada's commitment to reduce energy consumption an GHG emissions is supported
Use environmental criteria when transitioning operational processes to modern, electronic, integrated systems
  • FINTRAC is transitioning its processes to modern, efficient, electronic systems that operate almost entirely with electronic records, thereby eliminating the need for paper documents
  • FINTRAC has received funding to update its IMIT environment which will enable the use of modern electronic tools and horizontal information sharing and integrated program and project management
Embracing the Cloud not only streamlines FINTRAC administrative processes, but also enhances its sustainability and promotes environmental responsibility and exemplifies a commitment to a greener future through the responsible use of technology. Furthermore, all future FINTRAC requests to Shared Services Canada for additional data center capacity specify the use of particular hardware vendors that have demonstrated proven reduced environmental impacts. FINTRAC will work with Shared Services and contractors to transition operational systems to current standards for security reliability and interoperability

Report on integrating sustainable development

During the 2022–23 reporting cycle, FINTRC had no proposals that required a strategic environmental assessment and no public statements were produced.
